You can do either, a lot of people dress casually, but some will dress up for special occasions
Its not very formal. Business casual all ways works.
Summer time is the best time. Eight now is to cold. They need to serve better desert not deserts just one type they have.

It's pretty formal, but if it's your work group Im sure sime dudes will be in jeans and not look out of place but I personally don't mind getting dressy and it didn't seem odd that I did.
