How can I remove the outer layer of 'material" from my "husk-free oats" so I can further process them into oatmeal?

Threshing, then winnowing is the standard procedure. There are lots of videos on YouTube that show how to winnow, especially for small gardeners, using fans, etc. Our copy says, "After winnowing, the grain is ready to cook for oatmeal or grind for oat flour. Remove any lingering hulls by floating them off in water, then air-drying the grain." As an FYI, our seed is intended for growing crops, not for human consumption. Our seeds have not been handled or stored as food products would be. Hopefully you grew a successful crop from our seed! Thank you.
