I don't know if it costs anything, but you may have to get on a waiting list until they have space. Even if it is a free service, making a donation to help them care for your cats would be a good idea. Give them a call at 472-3647 to talk about the safest way to surrender them.
There are a lot of other shelters as well that you may be able to surrender to. I would call a few of them if Salem doesn't have space.
