The sad fact is that homelessness is a place where you are the most vulnerable, and in Tampa, even the municipality building where TBHA, doesn't help all individuals with their individual life circumstances because they're just to busy, but they could buy property and HUD subsidize that and offer greater help for common good. Poverty and/or homelessness is definitively discrimination per the Federal Fair Housing Act: reality is in this town its not very fair. Neither is controlling competent disabled people in attempts to covertly shove them into custody or facilities whereby they shouldn't be in and often times or every time they get abused, neglected, and/or exploited by our humane society. To bad we're all not cute puppy dogs and kitty cats, might fair a little better, try contacting the ASPCA before abuse or negligence happens: its a crime.
