You can take a ticket then wait to be called to speak with someone at the counter. You dont not need an appointment. This process goes pretty quick.
I have no idea to tell you the hard truth but I strongly suggest that you come to this facility in person and speak to someone from the office, call them, or go to their website to find out. It might also help if you call the city's number 311 and ask to be transferred to someone from city hall. Good luck!
