Why was it created into a prison?

To keep dangerous and high influenced prisoners away from world.

So that prisoners couldn't escape easily.. :)

It was a military fortress which at first had a minimum security prison unit to pioneer prison work programs. Later the location was a deemed suitable for the first maximum security prison.
