Service dogs are. In regards to another answer from someone service do not have to be on a leash. They simply have to be under control via leash, voice or hand signal. Not all service dogs need to be leashed.

Well they say service dogs only... I've brought my smaller dog with us in before and never had a problem though. Probably depends what kind of mood securitys in that day.
