I've asked the rangers several times and they have confirmed that dogs are allowed on the paved road and sidewalk on leash. They are not allowed on the trails or on the steps themselves. However, the signs are misleading so many people think that dogs are not allowed at all and unfortunately I've been yelled at by random strangers for walking my dog along the paved road which makes me hate going there.
