Roger is correct. Given the current heat wave, earlier is more comfortable.
All times of days have different birds and different locations there...the birds in the Marshes I would say are more active in the morning and later evening when the fish feed too but you can catch birds there any time of day
I have had better luck in the morning. I did go the other day though and the front basin by the parking lot was dry? Not a good sign.
