No. You have to go to the shelter and meet with the dog. Fill out an application. Unless you work with a rescue.

Each State has it's own Animal Shelter you can go to adopt an animal without the added effort and expense of the distance. It's always best if the animal "chooses" you. They do have their own personality. Best if it meshes with yours.

They have to do an in person interview. And if you have other dogs you have to bring them and they verify your housing accepts pets.
