We do not plan to camp there. We just want to picnic during the day. Is this allowed and IF so, is there a fee? Are there picnic tables we can use? Pls advise ASAP as we plan to drive down there tomorrow.

There is plenty of free parking along the Pacific coast highway north of the campground. No tables, so bring your own. You could park by the sea wall near the Lagoon and sit on top of the sea wall that's pretty nice. You could park by the big Power Plant and sit on top of the cliffs. You could park just south of El Cerezo, or there is more free parking in a parking lot just north of the campground on the PCH. Hope this helps. Have a great day.
