No, you can park your RV by the beach from 5:00 am to 10:00 pm on certain stretches of the highway in Carlsbad. This is free, but you cannot spend the night. South Carlsbad State Beach is hard to get into, you have to book online way in advance, might be able to get a day or two during the week if available. They're are two RV campgrounds in Oceanside, $75 to $110 a night.
