There's no excuse for rudeness or not being helpful. I would say however, I've had great help there by many hard-working officials. They've had to do more with less as county cutbacks reduced their resources. As far as the phone system, it is not used friendly. I prefer the website.
The Board of Supervisors don't care as long as their perks and benefits keep increasing. Phone systems are NOT designed to be user friendly in any business. There are some LA County workers worth their weight but those are few. You cannot teach courtesy or compassion...that comes from the home and heart first.
