I have an amazing very loving pitbull terrier that's great with kids and female dogs that's neutered .Can I drop him off, my apartment is too small and he needs more attention now that he's older about 9 years .

Yes, you can but I strongly suggest that you either call them at the number listed here or go to the main office personally so that you can speak to an adoption counselor to see if they can give you a piece of advice on how to keep your baby. You see, a dog is a family member not an old pare of shoes that you can just discard simply because you no longer want them. Haven't you thought about how he took care of you and your family and how he consoled you when you were sad, as well as how he took care of the house? Are you 100% certain that this is how you want to return the favor? By getting rid of him just like that? Have some compassion because not even god views such callousness with favor. One day you can have a stroke for example, and become helpless and others might get rid of you just like that because they won't want to lift a finger to help you in any way.
