Why don't you want him microchipped? I seriously doubt that they will allow you to forgo the microchipping because it is one of the most essential parts of the adoption process. You see, if for some reason he runs away you will lose him forever because nobody will be able to help you find him, not even the officers. Having this device can even save his life because if he is found injured in the middle of nowhere whoever finds him can call you right away so that you can pick him up and take him to the doctor as soon as possible. Or they can take him straight to the shelter to see if he can get medical attention while you come and pick him up.
