As a general rule, yes they need to wear their license and microchip tags at all times because if for some reason they run away somebody who finds them can call you to pick them up or they can bring them back to you especialy if one of the officers finds them. They can even take them straight to the shelter for medical attention if they are injured and call you from there to notify you right away. Otherwise they will be treated as strays and they will be given up for adoption to other families.
