Is the date on the beer bottle label the expiration date? Is the brewery using old labels that still say 5 cents Oregon deposit when it's been 10 cents since April 1st?

No... it is a born on date... good for 180 days.
No labels have been replaced with new deposit amount 10 cents.

According to the Widmer twitter feed, it is a born-on date, not an expiration date. No info about the 5 vs 10 cent redemption.
