Oregon State Parks has some info on whale watching (check our their website). Also, try orwhalewatch.org for more info.
Honestly I'm not 100% sure when it comes to whale watching websites, I don't really do any whale watching. I do know that their are apps you can download for your smartphone that track whales but that's all i got.
