No people go there all the time to just camp and not do the parks
To further add, if you have reservations, be sure to have those handy at the front security check. Some days the guards take their job a bit too seriously and refuse entry. They arent supposed to, even if you do not have reservations. Have fun!
It is part of Disney's Fort Wilderness. No park ticket needed for entry. You can call the recreation number to book horse related fun or at the main hall of Tri Circle D. The prices vary based on what you want to do.
