Yes. But be prepared for lines and waits. I arrived yesterday May 3rd, at 11:00am. After an hour in line was given a 2pm appointment, and finally saw the clerk at 2:50pm.
Yes. You can walk-in without an appointment. If they are at full capacity they will give you a time to come back. The wait isn't that long. I had to go to the DMV twice in April and spent less than 30 minutes.
