Yes you can. We got our daughter's there a week ago. You need to call, email them some documents, and then they will make an appointment for you. At least in the case of a newborn born outside of the hospital you get the certificate when you come for the appointment.

Not right now once the building is open to the public and if the child is 1year or younger then you can get it the same day. If the child is over a year old then you can not get it here.
