Not quite sure if this applies to EVERY situation equally depending mostly on who was working/if any complaints and/or how well behaved your pooch is but in the past I've been personally told it would be fine as long as it was in a carrier bag and /or in my arms at ALL times with a leash and as long as there wasn't any customer complaints:)

Best not too, however, I have carried a dog in a dog bag as a purse and no one seemed to notice or mind. You can bring dogs to the oudoor shopping area.
