No, Water Park closes in the winter needless to say. But you can buy a dual park combo deal and season passes on their website.
Dollywood and Splash Country are two separate parks that need separate tickets unless you get a special combo package. However Dollywood offers a couple fun water rides (e.g. River Rampage) that will get you wet if you are in the mood for such things.
