There is some things for younger kids. Mainly in the county fair area.
Country/ county fair is for little ones
The country fair is one place its like a carnival. They have a few little playgrounds all around the park for little ones as well. Also shows and shoping. A great candy store thats fun to watch them make taffy and get free samples. There is a place in the park where they will measure your child and give him/her a color coded bracelet as to what rides they can ride and the map shows the colors that can ride next to it

Yes, there are great rides for younger kids, in the county fair, that is.
They do have rides for younger/shorter ones, but a good majority of the rides have a decent height requirement. The country fair has plenty of rides for young ones, but its definitely gerenally a 3-4 foot requirement on the rides.
Rides are categorized according to height not age. You can measure your child and look at the size reauirments for each ride's profile on Dollywood's website. There are rides that are made specifically for small children such as the Busy Bee but they will have to ride alone while the parents watch which might make some children uncomfortable. The carousel is open for all riders and even has benches for those who are too scared to sit upon a horse. My son wanted a horse but was afraid of the height so they let me ride standing holding on to him. Also their is the train which anyone can ride including babies in arms. Plus there is the road way which is basically a miniature self driving classic car crusing along a retro track, l am faily certain they'd let even the smallest kids on. All in all as far as rides go l am certain you three year old will find plenty to do but l would still reccomend checking out the website.
