I haven't fished myself yet but I have watched while waiting for ferry and have seen numerous catches but it doesn't compare even close to imperial beach pier.
Yes, one of my favorite piers to enjoy the San Diego skyline views at night is spectacular! Yes fishing is allowed on the Ferry Landing Pier. No fishing license is needed but I would recommend knowing a few species size to keep or return because of limitation species size. If one is new to San Diego, CA one should also know about the Grunion Run. I have participated in this annual, Southern California Run since I was a youngster of 10 and it never disappoints me everytime I experience it. Saw couple of people fishing while we were visiting but not sure if they had any luck.
I saw some people fishing when I went and asked the ferry driver if he had seen anyone catch anything. He said he hadn't. :/

Sorry, can't answer that question. Just tour the island on a bus. It was very busy lots of people. Really nice place to visit. Good luck fishing.
