There are always dogs running around without leashes, at the park. I've never seen anyone get hassled about any leash law. If your dog is well-behaved, shouldn't be any problem. :-)
I see people have their dogs off leashes all the time but it's close to busy street and it's not fenced.

I dont think so because there is a park for children to play next to the field! There is a beach across the street where people take there dogs leash less.
Not on the beach, but after 6 when the lifeguards leave, you start seeing more dogs
