Yes, you actually can. There is a lot of artist that do it, but usually is in the little markets along the streets or even just by puting a little stand in the street. And if you wanna get a more detailed information, you can go to the Art Walk in one of their busiest days and you will see the artist and they will probably answer your questions better than me 😉 Good luck.
There wasn't any street selling/buying when I was there. All sales took place insides shops/galleries.
