Yes, I think if your coming in to watch they do, I have asked at window to come to find my kido and that was allowed

You could always get a family pool pass. I believe the WIC program subsidizes low-income families.

You have to pay for every person to get in, even if you're not swimming. So yes, parents have to pay too.
