Generally, yes, but it can be pretty windy down there so make sure you are able to lay them flat if you need to walk away from them for a minute. Also, expect them to be searched heavily.
Yes, although most of the grass is pretty steep. There are some terraced spots down toward the stage, though, need to get in early to get these spots.
