The day/quarter/annual fees are different for non-residents vs. Santa Monica residents; everyone has to pay registration (which includes a 1 day pass). BMX rates are cheaper due to the limited 'Bikes only' hours.

The Cove is open to anyone no matter where they live. The only difference is the fees are slightly less for Santa Monica residents.
