Depends on what you are trying to photo. It's public property so anyone can be out there at any time of day or night. No dogs, no bikes or skateboards and no smoking. Early morning on weekdays it's not very busy if you are looking for a more empty pier. Sunsets are usually the most busy but it dies down fairly quickly after sun down. Sunrises, on the other hand, are not nearly as busy.
