Bridge has no bike lane.
There are two sponsored events each year. Bike the Bay and Bridge Walk. Both are mid to late summer. Those are the only time foot traffic is allowed on the bridge.
In August there is a Bike The Bay ride that you can pay to ride 25 miles and crosses the bridge
As far as I know I don't think they are. You would need to take a ferry.
