We don't have Costco here. Costco is a very good buy in bulk stock-up wholesale store. Grocery outlet is near as you can get to good products, great prices, smaller portions, wonderful staff. Both are sort of a"What fell off the truck" bargains. meaning you might see something you want but for whatever reason you didn't pick it up. It may not be there on your return trip!

Grocery Outlet has no membership, it only minutes away not hours, no need to buy in bulk, no checkout from hell, no standing in line to leave the store, friendly staff, easier to shop to name a few things better than Costco
We don't have cosco I love grocery outlet I always shop there first and then go to the other stores.
