Wow, made an appointment.... walked in, sat down and in 5 minutes I was at the counter and had great help.. Lots of people waiting so the appointment made the difference. The online appointment schedule software needs lots of help... But great office help

One expects the worst for a trip to the DMV during the time of covid. Heck, this Summer I drove from Grants Pass to Ontario just to renew my license because it was the only place I could get an appointment and I needed a valid license for work. So imagine my surprise when I walked in and was invited to the counter by a super helpful and friendly fellow who had me in and out in under 10 minutes! 3 cheers for The Dalles DMV and thier wonderful staff. Yes. When you arrive there are instructions on the door. Once complete you sit in your car until the text is received to allow you to come in. Took us roughly 15-20 minutes to be seen.
You have to go online. They are open without an appointment. You just scan the QR code on the pink sheet on the door and it gives you a ticket# then they text you when they are ready for you
They have walk in available, if that's what you mean.
Have your learners permit. Then schedule a drive test through the website and pass it.

Only if it's in your name and it's an Oregon vehicle if it's out of state you need to get the vin verified which means you have to take it to dmv
Yes. That is what my grandson is doing.
Not the full amound, but I think you need to let the DMV know it is a non-opperable vehicle
