The main hanger deck and the flight deck are both accessible by elevators. There are a series of ramps up to the entry elevator that transports one to the hanger deck. There are a limited number of loaner wheelchairs available just inside the entry door. (Note that the entry door and several other areas on the ship have lower ceilings with exposed pipework, so watch your head.) The hanger deck is a large open area with several airplanes, gift shop, snack bar and Midway theatre all accessible. There is an area called the forecastle forward of the theatre that contains bunk rooms, pilot ready rooms and the newly renovated Combat Information Center. These are decidedly not accessible as they are accessed by steep, narrow stairs and weave through areas that have frequent hatches with step overs of 10" or more. The main flight deck is accessed by another elevator and is completely accessible except for the 'island' tower. Note: Midway is BIG. Expect a LOT of walking or wheeling.
The hangar decks are accessible, as is flight deck, but none of the tour is accessible. It wouldn't really be possible to make it completely accessible as it has a maze of narrow cramped corridors inside.

Some areas of the ship are accessible, however not all parts are due to the design of the ship. For example the bridge is not handicap accessible.
Yes it is, complete with elevators. There are certain spaces that may be difficult to access but you are able to see the majority of the ship.
