It's all dirt paths. Probably would be best to do on a dry day.
The pathways near the building have gravel the rest are packed dirt. You can enjoy much of the gardens with out mud.
I remember them being mostly gravel but it was raining much of the time my partner and I visited and the paths did not turn to mud.
I can't totally remember what the paths were, but the day we went, it was raining, and we weren't walking in mud, and we remarked to each other that it was lovely to visit in the rain.
I concur, I have been here in the rain. Although the parts are not paved, there is no mud.
