If your relative really wants the second vaccine shot have her insist to the house manager that she needs to be taken to get it. Or a family membet can advocate for her to insist on her getting her vaccine. I also believe that there are agencies that will go to the home of someone needing the vaccine but can't get out of their home to get it. I would suggest looking into one of those kinds of agencies.
