Agreed. Seen guys looking like they came from golf, But personally, of I'm going out to eat beyond the taco shop or .burger king, I'm going to dress nicely, anyway.

None that I know of. Not a "dress up" place, but Sunday brunch brings the folks from church and they are dressed up a bit.
