What do you do when a young (mid 20s) Neighbor that lives next door to you leaves her two husky dogs in a room for up to 12 hours a day with the blinds closed, and the one dog whines and cries and the other barks and don't live in clean habitat.

Let them know how long it's been going on. Do you know if other reports have been made? How old are the dogs? If you have recordings of the barking and whining and photos of the living conditions that will help substantiate your story. Also, see if there are other neighbors who can testify to same.
