I received a bad mark for the dogwood in front of my home. I water it (and all the others) religiously every Tuesday. Yet, it appears to be dying. I don't have a clue why. Is it supposed to look all shriveled up? Not sure what I should do

You probably need to water 3 x per week in summer. Long, deep watering. You can get a watering contraption from FoT.

GinxAZ is right; new trees need 15 gallons (5 gallons 3x/week) of water every week May - Sept during their first three years in the ground.
