No, dogs aren't allowed at the seaside carousel mall unless they are service animals. Most of the shops and restaurants are the same way there. However there is the boardwalk where you can walk with your pet as much as you want. I even saw a man on a bike with a Cockatoo.
Yes seaside is dog friendly i walked my dog threw them all once and no one told me anything but I see a lot of people with lots of dogs down there so I don't think it's a problem as able to take my dog and to all the stores

Seaside is very dog friendly! Most hotels and rentals allow dogs. However, I believe that the carousel mall is service animals only inside.
