I don't think so, I was at a benefit there and there were people dressed very casually and people dressed up a lot and nobody was being kicked out or looked at crosseyed by the guy at the door. This is Portland after all where you can go to the fanciest restaurant in town in a t-shirt and shorts and not be turned away.
Yes, it depends on the event. Like I wouldn't wear a suit to en EDM concert simply because it's warm and I would sweat too much and would like to avoid extra dry cleaning expenses. However, to a low-key event it would be appropriate. Just bring a suitcase with a variety and be prepared for the door-person's choice.
