Morgan Johnson, in my experience that picture is where I was Its not just steep and treacherous. Maybe you were further down the beach?
It is fairly accessible, depending on the level of your disability. There is a short trail from the neighborhood street to the area with the painted rocks. The trail is flat with crushed rock, sand, dirt. Very compacted. Closer to the beach the trail has more small rocks in the ground, so it gets a little uneven, but there are no stairs. I just added two photos showing the path. Hope that helps!
