At present, it seems so. Since public access has been previously limited and more recently restricted due to issues houseless related. That is unless, you're a decent swimmer
Since 2017. It's a bummer, for sure. I have hiked back to where the old gravel service road had once been since before the "big fence" at the trestle went up. That service road was an excellent bike/pedestrian trail to the west point but has been completely overgrown by blackberry and other flora. It's unrecognizable as a pathway of any kind now. It's not a difficult float (tube, raft, etc.) across from the beach at Kelly point (closest to the Shaver tug gangway dock - most eastern spot you can walk down to), but I'd definitely recommend a well fitted PFD and timing the tide (incoming) to your advantage. If the Columbia is choppy, don't risk it.
