At present, it seems so. Since public access has been previously limited and more recently restricted due to issues houseless related. That is unless, you're a decent swimmer
Beach privilege is "legally" until sunset, but I personally have overnighted there without disturbance by authorities on multiple occasions. I do however, use a low lying camouflage bivy and sleep under the closest tideline tree on the beach. I practice what I call "avoidance" useage by default because I like my solitude when on the river. The tugs come and go throughout the night, anchoring and unmooring the barges together and apart as need be. Their spotlights might light up the whole area you're in like they're trying to roust you - but they're not. They're just doing nighttime tug stuff & have super bright spotlights. Cheers!
