Can this place help my dog if she's sick an i can't afford to pay the Hugh clinic bill everyone wants too charge me just to tell me why she's hacking? An I'm on a fixed income an her bill is as high as my cancer bill.

I would call and ask. I did see the vet there when i was at the center. He may see dogs from the outside. They do have food and accessories for those who need help with their animals. You just pick up those items at the side door.
