If you qualify a voucher from the county animal services will allow you to spay/neuter and get rabies shot for $10 each animal up to 4 in one year.
Vaccines and neutering are not free, but they are significantly cheaper than what a regular veterinarian would charge.
No. I don't understand why people think non- profit means free. The vets and staff are not volunteers and medications and services if provided for free would bankrupt a place in less than a week. About the best prices you're ever going to find, though.
