I got a letter in the mail telling me I needed to verify my identity with this number of the IRS I've tried for three and a half weeks and I can't get through to anybody it just says due to this time we can't accept your call what do I do

In my area, there is no number for the local IRS. When I tried calling them, the number listed was for federal. I would write a letter to the IRS, giving them the info they requested in your letter. Also mention that the phone doesn't work. At that point, the ball is in their court. Snail mail correspondence has been the only way I've gotten through to the IRS lately. It sucks waiting so long for the money they owe me, but it's better than not moving forward at all. Good luck, Stewart.
