If I were to arrive at the facility that is sending my package out for delivery today and were able to get there before UPS loaded the package into the delivery truck, could I pick it up at the counter or is the counter strictly for drop off? Thanks!

Yes you can pick it off the counter just as long it is not loaded onto a truck

You can pick it up at the customer counter, the sooner we know is betterif you give me your address I can pull it off car.
