Lines are shortest on weekdays during the middle of the month.
Mid morning,middle of the afternoon

I've never had any problems midweek.
Just stay away during the end of the month; a lot of procrastinaters out there. :)
Wednesday or Thursday early afternoon
I went on a Tuesday mid morning. I was in and out in no time. Their website has live cameras as well so you can check out the lines before you go. Also I think their website lists times they say they're busiest and can look at Google data of high usage times.
It really depends. You can always go on the site and check the lines. They have a real time camera that lets you see how busy they are.
Tuesday thru Saturday are their open days. So, Wednesday is always the best.
